Testimonials are the last thing a visitor reads before they decide, and usually the worst-formatted block on the page. A static wall of quotes gets skimmed. Motion buys the two seconds it takes for one of them to be read properly.
Testimonial Marquee is the wall of love: rows sliding past on a loop, the second row travelling the other way, everything holding still while a visitor hovers a quote. Animated Testimonials is the opposite shape, one face at a time beside its quote, for when you have a handful of strong ones rather than fifty.

The marquee wants volume: it reads as a wall and the individual quote matters less than the mass. The portrait deck wants five or six strong ones, because every quote gets the full width of the section.
Both elements hold still while somebody is reading, and pause entirely when scrolled out of view. Leave those on. A quote that slides away mid-sentence is worse than no motion at all.
The marquee is set in pixels per second rather than seconds per lap, so adding a review does not quietly speed the whole row up. Set it once and add quotes freely.
The portrait deck has its own mobile height. A quote that fits beside a photo on desktop stacks underneath it on a phone, and needs the room.
